Simple AFK Detection Library

1. ATTEMPT at making less lag
2. comments now tell mapper where to put actions for what to do with afk player, and that defeating them was just the default action
3. (was going to change default to share control but that will change depending on how alliances are set up, so the mapper can add that as needed)
vote kick planned, but thinking you can just use the "vote kick" library already on mapster in conjunction. (ie this just lets you know player X may be afk then you decide weather or not to vote kick, or maybe this system must determine afk before you are allowed to vote kick them.)

may still cause lag
bathroom breaks will be detected as afk (pause game?)
default setting (auto kick) may not be the best setting
