- [Enhancement] Rewrote Scrollbanner Filter.

• [Note] Scrollbanner: Option now utilizes UBL settings + Game System Settings.
  
• [Note] Scrollbanner: UBL Settings Override System if option enabled
  - [Feature] Added option to Remove Color from chat messages.
  - [Feature] Added option to Filter Loot Messages.
  - [Feature] System Filter now filters Memory Warning to Chat Frame.
  - [Change] Recoded Config Check
  - [Change] Loaded and Addonanager not detected messages only happen
  during first game load. ReloadUI will no longer display the them
  again.
  
• [Note] Disabled Zone Filter and Zones Button - System Filter will
  filter all Zones until I can get the Zone Options sorted.
