Perylous Cooldowns

Pre-Alpha - work in progress

• This is not ready for release but wanted to get something up here. Mostly as an archive.

• Currently, the addon is disabled for debugging purposes. See Notes.txt for more details.
• If addon is re-enabled, the hooks into the system would need to be re-enabled as well or else only the test cooldowns can be triggered.
• The GUI is barely started, and will display the main panel on startup (and not much else)
• A possible crash on game exit can still occur (main bug being worked on)
• Does not currently save any settings though the system itself works.
• Needs more development of the cooldown filtering but this will require the GUI to be mostly finished.
