3 new options: Title-Skills, Buff-Time and Cooldown-accuracy,
nwo with support for ActionBarTweaker, improved polish-translation

- adding compatibility to ActionBarTweaker
- changing loca
- Now with Autouse-of a title-spezific-skill including reswap onto the  title wear before, also with showing of the bufftime onto the button and showing the buff-indicator (Based on ticket 57)
- removing blinking if cooldown-time on global cooldown
- now the user can change the icon with the data-manager. If there is no icon set it datamanager use the items-icon
- adding new option: COOLDOWN_ACCURACY: This adds one digit to the known cooldown display
- new feature: showing bufftime onto the buttons (option, based on ticket 20)
- fixing re-opened ticket 4 (Canceling assigned hot key)
- adding version history
- added translators to TOC
- try to improve update behavior (Ticket 58)
- improve performance

if a cast is running and a setskill ist pressed it will be set to cooldown even, if was not started. -> no possibility to fix this
