Assign Pals

0.9.3 is missing because it had a bug, I had to go through the review process so it was pointless to wait for it be approved. This is the updated version that fixes the bug.
- Hovering over a Pal will now also show their Work Suitability and Ranks
- Fixed Workstations not appearing in the task list on occasion
- Cooler/Refrigerator will now only appear in the Task list when items are inside, as assigning Pals to it when it is empty is not allowed
- Fixed Pal info UI overlapping with assignable Pals if you have more than 20 pals
- Fixed the Cool work priority to save its value when changing it
- Fixed bug where Tasks would update after a delay when traveling to another base
- Fixed Tasks not appearing if Palbox option was selected
- Corrected misspelling in options "Monitoring Station" -> "Monitoring Stand"
