When your shield is on cooldown (disabled), your shield will turn red and gradually fade back to normal. You don't need any mods for this, it works in vanilla 1.21.4 and above.
Note: this only works for yourself, you cannot see other people's cooldowns

This disables red becoming less red as the cooldown ends
This makes it so that when you can use your shield it is green
This makes it so that when you start blocking but aren't able to block an attack (invisble cooldown) the shield turns yellow
