You do not need any mods to use this, but there are custom entity models alternatives that are compatible with Optifine or other CEM mods.

Compatible with Optifine / Custom Entity Model (CEM) mods, but it's optional. This pack works in vanilla. All mobs have a one eyed texture that works with vanilla entity models!

Even paintings!

Paintings also only have one eye!
