Teleport Allays
Teleports allays like dogs and cats to the player or their noteblock
The allay is still bounded to the player, not the noteblock

This datapack makes allays teleport to the player or to their noteblock, much like how dogs and cats teleport:
- Teleports allays to the nearest player if they are 64 blocks away from them, unless nametaged
- Teleports allays to their noteblock when they are outside the 16 block range and their timer runs out
- handy in watery environments where allays are slower
- has suffocation protection by teleporting them to a nearby (cave)air block
- leashed allays cannot like noteblocks and thus follow the player
