Spidew's Bloom Shaders

Changes:

-Pack format value increased to for compatiblity.
-Increased bloom radius, which will make the effect more noticeable with the cost of some performance. Performance impact is still minimal on powerful GPUs.

-Tweaks to bloom strength on high-brightness surfaces (such as snow) to better-preserve texture detail when bloom is applied.
