PUFF (Particle Overhaul)

After a long session of reconsideration, I've decided to dial down the splash particles.  The old versions with the animated splashes are still up, so if you prefer those, you can download those versions instead.  I've done this due to the animated splashes causing H E A V Y frame drops during rainy weather.  The splashes now look more like water droplets landing on the ground and bouncing a bit (as water might do in real life at times).
