You can deactivate or activate the coldown of 1.9

activate the commands
When you enter the world or the server and you are admin, use /reload so that the option to activate or deactivate coldown appears.

This datapack is very useful to play in current versions with shields and elytras without the annoying coldown that divided the Minecraft community
