Mods have been put in so that you can decorate your home or village with sparkling lights, add presents under your tree or around your home, or even just watch the snow fall in biomes where it was only rain!
To add snow accumulating on the ground or on roof tops you can easily put in the Eternal Winter mod client side. For now this is server side which excludes the accumulation
