Balance Changes

-Balanced a few Better Nether and Better End tools to fit in better with tool progression. (The base attack speed of every tool is 4.0, so don't mind the negative attack speed values. KubeJS doesn't allow for directly modifying tiers currently, so this will do for now).

 

Mod compatibility:

-Added missing tags to storage blocks and gems.
-Removed ability to pickup TSS' hopper with Carry On (Shift+RMB is already a function used by it).
-Disabled BCLib's "survives on" info.
-Disabled BCLib's world fix pop-up when opening a world.
