Updating MULCH for Minecraft 1.20.4

This is our first Fabric release, as there are quite a few Forge mods that aren't updating to 1.20.4 and some that are switching to NeoForge going forward.

We are looking into a replacement for Rubidium, but that will be in a future version.

Also missing from MULCH 1.2.9 are Better F3 and a few of the JEI extensions to show advancements, resources and villager trades.
