Less revenants outside the world spawn area
I:"Level 1 MobCap"=3 -> 1
I:"Level 1 Points"=70 -> 700
I:"Level 2 MobCap"=5 -> 2

Lower spawn weights for `for_spirittree` & `oppressor`.
If you get a 'phase decreased' message; that is from SRR due to increasing the points required for each level.
