update to fix server performance issues and player bad experiences

Server Performance Fix
Clumps was added - to lessen impact of mob xp farms
AttributeFix was added - to fix small but sometimes noticeable problem with multiple mods
In Control was added - to enable less powerful servers to better control mob spawning

Player Bad Experiences Fix
Starter Kit was added - so people don't die to mobs immediately when spawning in (in case of a bad world spawnpoint)

player now starts with iron armor, iron sword, a shield, 9 bread, 64 dirt, 2 golden apples (for best result in a bad world spawn)

Timber! was added - for very large trees that take a lot of time to cut down

Config Fix
-reduced dragon roost and cave spawn rate in fire and ice
-reduced wandering cyclops spawn rate in fire and ice
-reduced gorgon temples spawn rate in fire and ice
-decreased How many blocks away can stymphalian birds spot potential prey in fire and ice
