It is not my place to tell you what can be done with these mods, and you should ask the creators themselves regarding such instances. As for the modpack itself, I would prefer if forks and exact duplicates are not made. Please change the name, icon, description, etc of a duplicate modpack before uploading it. The content within is not mine, and therefore, is not my place to restrict or permit.
