When you are making a new world, ensure that you have "Biomes O' Plenty" selected on the world type settings, as this will ensure you will experience all of the new biomes.

To those who were eagerly awaiting the quest book update throughout these past few years, it is with a heavy heart full of regret that we announce that the quest book update has been postponed indefinitely.
