-Adds Chunky for preloading chunks, and Patchouli to fix an issue where custom mod books couldn't open
-Removes NetherPortalFix for more convenient nether portal spawns
-Increases base vanilla regen multiplier from 0.5 to 0.75
-Decreases time to apply First Aid bandages and Plaster
-Removes claim protections from Open Parties and Claims
