The install script is broken, instead install it manually :

 - Run the install.cmd (it will fail but download required files)

 - Install fabric manually by launching the fabric-installer jar (make sure to select the server tab and the latest version for 1.16.1 + install the server jar if red message says to do so)

 - Tweak start.cmd by editing the file (used to boost RAM allocation) RECOMENDED

 - Run start.cmd
