Starquest: The Startown Saga

Added Openblock Elevtors. removed Waystones teleport pets, fixed two quest consume items. ****There seems to be a problem with the snail pal mod and carry on. I attempted to blacklist the snail from being carried but it's still crashing the server. Newer files with a different snail mod will be added.
