A friendly vanilla 1.12.2 modpack optimizes fps and doesn't add any blocks or items.
In this Na¹¹ Legacy modpack, with default options, 12 distance chunks, and performance mods activated, it seems to be higher at 19 to 38 fps.
In this Optifine, with default options, performance on, and 12 distance chunks, rendering seems to be medium at 15 to 24 fps using my same laptop again.
In this vanilla, with default options and 12 distance chunks, rendering seems low at 12 fps using my GTX laptop.
