After some testing, I realized Biomes O` Plenty conflicts with Legends in world generation. This conflict will prevent the dimensions from Legends from being built.
I also added EMC to a bunch of stuff from Legends and Wild Mobs.
I also went ahead and shortened the cooldown on Kyber Crystal harvesting from 6 hours to 10 minutes.
