Fixed around the modlist again

DISABLED Ars Omega as it doesn't work on the server and causes startup errors - working on fixing it and / or finding out if it has to be removed

There is currently an issue with the server that does not let the client connect to the server. We're working on it. For the time-being, we're releasing this version that SHOULD be good to go as soon as we fix things server side.

Updated config for PMMO (pcmmo?) to allow leather, bows, wood, gold, iron, diamond and netherrite to be at easier levels

tweaked some structure spawn rates to see about easing lag on clients / server. let me know what you think!!
