Server Release and getting ready for 1.16.5

Trying out the Better Animals Plus mod, if for any reason you would not like to try it with us feel free to remove it from the mods folder.

As a mobs mod it should not have any lasting affects on your world should it be removed in the future. The main thing I'm assessing is the hit to server-side performance.

Configuration Changes:
Disabled Death Worm spawns due to crazy TPS lag.
Doubled the efficiency of the Flux Compressor from Pneumaticcraft.
Added crafting recipes for Immersive Petroleum Asphalt and Create Gabbro.
Adjusted the Max Y level and power generation from Mekanism Windmills.
Adjusted Better Animals Plus to allow despawning when players are not around.
