Fixed conflict VBE concrete walls and Traffic lights barrier

Fixed several conflicts made by Oredict.
Remaining 30 conflicts seems to all be Unidict made conflicts made by items not obtainable by player so they are left as is.

Added several new strucktures

Tooltips to Mr Crayfish Washer , Dish washer and printer added.

Changed NEI to JEI on 2 places in quest book.

NEI is now locked to recipe mode on new worlds.

SERVER ONLY

Changed setting Morpheus config to not set spawn during day as set spawn is handled by other mod.
