Edited some configs to increase tick performance on servers.

Dynamic Trees growth rate is disabled. You'll only use these trees for world generation, and use vanilla trees for wood farming, as the constant ticking wrecks havoc on dedicated servers.

Carbon and Sulfur is no longer affected by wind. It will pile up more easily but will no longer cause a lot of ticks when you have a large pollution cloud.
