Minecraft Bedrock edition is really the only suitable way to play on console. Even then you have issues like Microtransactions, Limited Offhand, and World Locked "mods"? This pack Project: Console is a go to pack if you want to play modded minecraft with it still keeping vanilla intact and not having much issues.
Making a Console Support Modded pack can be difficult with things like Keybind issues, Bugs, and just controller support in general. It can limit a lot of mods that you can use like mods that add more keybinds and mechanics that might not be compatible with a controller.

Steam Deck (I Am Not Fully Sure But Theoretically It SHOULD Work)
