Overcharge 3: A New Beginning

This is Overcharge 3, the culmination of all the hard work put into Overcharge 1 and Overcharge 2, combined with a full mod list overhaul, as well as a lot of balancing.  We have removed ProjectE to make the pack more balanced, and haven't changed the good old formula too much from there.  Some highlights of the pack include: ore quadrupling with Mekanism, mass quarrying with BuildCraft, and overpowered storage systems with Applied Energistics 2!  Overcharge 3 is the latest in the Overcharge series.
