I had this all typed out nice and neat and they rejected the pack because an included resource pack made by me wasn't downloaded via the Curseforge app.
Updated server to 1.21.11 so anything compatible was added. Simple Voice Chat (unlocks at coal rank if you join the server), Voxy so you can see long range, Voxy Server Side is disabled by default but can be enabled if you want to sacrifice your storage space, and resource packs have been added to enhance the server experience.
