if you are updating an existing server, this update may prevent you from joining the world. please remove tinkers compendium and baubles.

if you are having issues starting up the server. if your system is a x64 system, install x64 version of the latest java. if not just replace the 4 with a 1, and the 2 with a 1 in the start.bat file.
