UPDATE 0.6.4a! - spookyfest

Additions:

-Halloween event! (LV, production line about candy, reward EMC generation, 1 event coin)

-Big Chemical Reactor (IV, bridges HV CHR with ZPM CHR)

-partial CN translation (thanks docker!)

Modifications:

-omnibreaker now cannot mine ore with rightclick

-add tags on quantum armor so now it protects against GT hazards (thanks marie)

-add more people to thank you quest

-removed the HV ampoules and its accompanying recipes

-modify multiple multiblocks so the hatches/buses arent limited to the first row

-Giant Chemical Reactor now has 2 more rows of space to put hatches at the bottom

-Linear Particle Accelerator now accepts Maintenance Hatch

Fixes:

-fix multiple Greg-E & Greg-E-Core multiblocks not being able to parallel

-fix AMS not being able to do the sedna recipe (and also rewrite the backend of the dimensional check - better for TPS now)

-fix faster AE cell components crafting recipes

-fix Twilight Energy Concentrator (air blocks to any blocks)

-fix solar sail launch recipe inconsistency

-fix milk recipe
