UPDATE 3.8! - the great energy rework

-add Dielectric and Refined Dielectric Ingots for Powah crafts (Dielectric is LV-HV, Refined Dielectric is EV-LuV)

-balance Powah machine energy output to:

• Reactor: 5 times the power output of same tier Solar Panel
• Thermo Generator: assuming best heat fluid, 0.8 times the power output of same tier Solar Panel (early game these are better than solars!)

-add Pyrostellite and Aethelosill Ingots for Solar Panel crafts (Pyrostellite is HV-EV, Aethelosill is IV-LuV)

-add Solar Bronze for Solar Panel Upgrades and nerf the aquisition of efficiency upgrade on earlier voltage tiers

-add Refined Fluix Dust, Enhanced Fluix Dust, End Certus Quartz, Venus Certus Quartz and Magical Certus Quartz (these materials are from LV-IV, used in many AE2 crafts, same for its addons. Most notably for Pattern Providers and for Storage Cells)

-change the recipes for AE Assembler and Advanced AE Assembler so the better recipes are with the new alloys

-change the recipes for Dimensional AE2 wireless booster to EV

-add Molybdenum to resource dust

-change Dwarven Forge recipes so they are more sensible

-change the amount of Plutonium Hexafluoride from 1 Void Dust

-update Twilight Forest questline so its not dependent on the checkmark quest, but only on the MV circuit alloy aquisition

-redo some quests
