-The previously introduced mining desync safeguard has been refined to apply only to Axes and Pickaxes.
-Some tools (most notably shears) intentionally break certain blocks extremely quickly, such as Leaves etc.
Applying the safety cap to these tools could unintentionally slow down normal gameplay behavior.
The safeguard is now restricted to tools that are commonly used for block mining, ensuring the fix targets the actual issue without affecting utility tools.
