removed stone shields
can once again craft emerald blocks into 9 emeralds
lowered structure spawn amounts (probably need to lower more)
increased regen time from 120/30 to 180/60 (ticks to start regen/ticks for another half heart)
lowered cincinnasite spawn rate from 9.76e-4 to 4.76e-4 (may need to tweak in the future)
