Increased XP tome max XP

Angel ring no longer costs XP to use, but uses more FE/t per tier

Vein mine enchantment now requires an effective tool to successfully vein mine

Adjusted values of tools and armor added by Mekanism Tools

Known bugs:

The UI bug mentioned in the 1.0.1 changelog occurs when turning shaders on/off. Still checking to see if there's a fix.
