Create Arcane Engineering 0.1.5

• added an Information page on backpack upgrading (placed backpacks) to JEI
• fixed some waystone types being breakable & craftable
• fixed the uppercase png file that prevented servers from starting in 0.1.4
• made waystones guaranteed to spawn in villages (didn't even know they weren't)
• removed the pneumaticcraft netherrack recipe
• removed the crafts&additions netherrack recipe (1 ancient debris was too cheap)
• fully fixed ChM3 dependencies
• made waystones breakable again (Block hardness 90 (Obsidian = 50)), but removed their drops
• fixed stellaFix.js (it no longer spams you with kubejs error messages)
• added 16x recipes for all Steam n' Rails tracks
• (not on github yet) added 5 performance mods (hopefully without issues): ModernFix, Redirectioner, Canary, Chunk Sending and "fix GPU memory leak"
• Fixed lootbags not actually considering fortune
• Fixed the missing texture for incomplete cogwheels
• lowered the sapling chance for menril leaves again
• fixed rose gold ingots being uncraftable
