This pack uses quark, which changes the way some of the stones are generated. In particular relevance to this pack, this means that Andesite (used by Create) is not found all over the map, but only in a Forest biome. You can use the Nature Compass to help you find a forest nearby. On the plus side, the deposits are really large.
