A combination of Aeronaumatics and city building with a few additional mods.
Aero City is a city-building pack with Create: Aeronaumatics as a main focus, with some additional mods to help you in survival mode (such as Create: Dreams & Desire and Apotheosis) or creative mode (such as WorldEdit and WorldEdit CUI). You can build your city and have NPC residents through Minecolonies. For decorating your city, there are several decor mods and a few geared toward cities (such as Saro's Road blocks and Saro's Road signs). With Aeronaumatics, you create all kinds of transportation from cars to boats to planes. Also, you can build your own rollercoaster using Create: Coaster Simulated.
For multiplayer, it has an economy mod (Lightman's Currency) that lets you and friends run your own shops. You could run your own restaurant using Renri's Diner, which has menus, a register, and other items to let you sell food to customers. The modpack has Farmer's Delight and many add-ons to it that give a huge variety of foods to make. Also, you could build your own hotel with rooms to sell to players.
