Added dimension rules to the config!

Remember that the LOWER the "spawn chance" (to spawn per tick) number, the MORE LIKELY TO SPAWN they are!

Zombies do spawn at night if that was still a problem, and will continue to spawn until it reaches the max specified in the config.
