1.4.4 Many Fixes

FIXED:

Server config now syncs to clients.
Fixed version ranges over claiming.
Fixed the mod failing to load on Forge builds older than 47.3.10 even though it claimed it could.
Fixed a startup crash on NeoForge 21.1.x builds because of the config loader being registered on the wrong event bus.
JEI and Just Enough Resources(JER) are now declared as optional dependencies.

Other Fixes:
Large code cleanup, remove duplicate code and dead code.
Updated CI.
