Rain no longer immediately make you wet. Instead it takes a few seconds. In the meantime you can 'dry out' be getting into cover.
You are no longer slowed upon immediately entering water. Instead the wet effect is applied when you leave it, allowing you to explore underwater without the effect.
Level of slowness applied is now dependent on difficulty level (30s of level II slowness for hard difficulty, 30s of level I slowness for all other difficulties).
