Bug fixes:
-make cranking sound slightly longer, this makes the sound more noticeable
-the cranking sound now only plays when a player buckets fluid from the well (instead of only playing when passively collecting fluid) (pipes will not play the sound)
-if MinTicks or MaxTicks values are not specified for a config value they will default to the correct values (used to default to 0)
