What's new
- Config can now be edited through the new `/weatherwatch` command
- Debug info can now be fetched through `/weatherwatch`
- A re-sync can now be forced at any time using `/weatherwatch`
- Re-sync now happens every 5 minutes instead of 10
- Severe weather warnings are broadcasted to the chat when detected
- You can now specify your own API key in the config, set it to "consular" to continue using mine
