Weather Detector

Adds a Weather Detector block that outputs a redstone signal based on the current weather.
When it thunders, a normal detector outputs a full signal, but an inverted one outputs nothing.
In rain or snow, a normal detector outputs a signal of strength 8, but an inverted one outputs a signal of strength 7.
At clear weather, a normal detector outputs no signal, but an inverted one outputs a full signal.

Using the weather detector, you can make cool redstone contraptions that use the weather as a signal input!
