copygirl's Wearable Backpacks

• Allow backpacks to be enchanted
  equipAsChestArmor has to be set to true to enable this
• Add setting to adjust visibility of the effect on placed and equipped backpacks
• Support Quark's colored runes
• Fix a rare case of backpacks overwriting chest armor
• Fix server not checking if backpack can actually be equipped
  (Thus causing another rare case of overwriting chest armor)
