Added config option to allow drinking when not thirsty. See "thirstyDrinking" in waterflasks-common.toml 

Updated TFC dependency to something more recent.

 

There is an upcoming change to swap out non-functional durability configurations for something unbreaking-like, but I don't know when I'll get to it.
