- Updated command check for /vote "canCommandSenderUseCommand()". This seems to work, I do not know why the previous version of votifier didn't work despite me removing permission nodes, but here we are and this should be an improvement.
- /vote now shows in the vanilla /help list
- added "get" to tab completion

Updated gradle version & I have localised a lot of code for the build configuration.
My thoughts on the change can be found on my github under the file "buildPropertiesGradleDEFUNCT.gradle"
I sincerely apologise that I have left this mod in the state that it is. It's been on my mind for years and I will try to shake off this rust and bring the mod to a better standard.
