Video Camera

FIXED: Garbage collection bug that deleted videos from tapes if they were anywhere but your inventory on world loadup, ex: a chest. (Sorry guys,,,)
Changed: Camera now records in 20FPS! (Rather than 10)
Added: Can switch between 10FPS and 20FPS in the config file to save space & performance. (20FPS is the new default, 10FPS was what it recorded in previously!)
Added: Camera now records and plays back sounds!
Added: Battery Charger Block (currently non-functional, planned for future)

Notes:

Old tapes:
Will still play in 10fps properly, and if you continue to record onto them, they will still record at 10FPS.

FPS Mismatch:
If you start recording a tape in 10FPS and then  switch to 20FPS and continue recording onto that same tape, its FPS will still be locked at 10, same for vice versa, tapes are locked to whatever FPS the config was set to when they started recording for the first time.
