VH Mining Speedometer
Adds a '/speedometer :block:' command, which tells how much total additional mining speed is needed on a tool to instamine the block.

What's new
Completely reworked the mod!
- Command is now client sided and properly accepts a block state instead of item-name
- New config with options controlling how the values are outputted to the player
- Jade integration with a speedometer tooltip (configurable)
- Overall cleaned up project structure, code, etc.
- Performance and bug fixes
